Same happens to me with my i5-6600K (Overclocked to 4.3GHz)
Battlefield 1 is extremely CPU heavy. I believe the game uses all 6 Cores in a CPU. So 4 would be a struggle for it to perform flawlessly on all Ultra settings. With 4 cores and 4 threads, the CPU is not enough for the game to run on all max settings.
For the future I would consider buying a core i7 processor that's strong enough to handle the needs of our future games to run smoothly.
