cpu usage over 90% i5 4670k

not sure if the game is still not optimised or i have hardware issue. ive read a lot about cpu spike and have tried probably everything i can. i saw that my cpu is always over 90% while playing bf4 and i get lots of fps drop. average i get 80-90 fps, max 150fps but it can drop to 35 fps. im runing the game all at ultrat in 1080p. all my driver are up to date.

am i having hardware issue or the game really need a good patch?
