Welcome to probably the most tedious of all Easter Eggs in the BF4 game, so prepare yourself with some patience...!   :o)

But I can definitely help you with answers to your good questions here:

Yes, it is still possible and multiple servers are also still running live and actively supporting it!

Could be one of many tings, but most probably it does actually not run with the correct server parameters.  Because even if it is active in gameplay with players on it or if you are alone on an empty server, then you should still be able to complete this first stage in this Easter Egg challenge.

Again, same answer as to your question number 2 above.  It is obviously not a server with the right parameters supporting this DICE LA Camo Easter Egg that you are on.
