Getting a similar error as well related to directx. Picked up a second 280x today to cfx and was greeted to this lovely message after installing it. I have verified the card with various benchmarks/tests to make sure it is not faulty.
Anyone else having similar issues? I have gone through the standard procedure of cleaning drivers/reinstalling them, reinstalling directx and runtimes.

It was happening to me, so I done a repair install and it's working fine now.
