DLC Xbox1

Got the dlc for china rising on 360 and was told that i should be able down load when i upgraded to the x1 but when i went to the store in game i have to pay for it agane why is this ?????????????? If anyone can help plz message back thanks [edit: email address removed]

    As far as I know separate DLC's aren't transferred from 360 to One. DLC's move to newer console only if you got them thanks to Premium.
