Extraneous Chat Delay.

I've been bouncing from server to server with ease pings ranging from 30ms to 200ms. 

No Lag, no issues flying, or driving, or shooting.

I'm able to lobby and afk in servers for well over 12 hours, or the general play time.

I can stream it, still doesn't effect my problem.

But my in game chat sometimes has a delay of 3 minutes all the way up to the end duration of the game.

It'll come in all at once a giant wall of text. 

Tips/Tricks/Ideas/Causes. 

3770k, gtx 760, graphics settings set to auto, tested with stock clock of 3.5 and OC 4.8

    This seems very odd to me. The only things I can think of are:

    • It's a server issue with the server you are joining (which it from your explanation seems unlikely)
    • Broken game, try repairing and checking the harddrive for errors.
    • Somewhere in your computers software --> network card --> local network setup --> local network hardware --> modem --> ISP network and hardware the traffic belonging to the chat is delayed. To start troubleshooting try playing using another internetconnection and try playing using another computer on your own network.
