floating/Sliding players very low bullet damage lots of lag it seems?. xbone

i have been playing BF4 for a few weeks now and most of my bullets seem to have very little damage especially LMGs i am burst shooting very accurratly,  lots of times i get kill assists or no hit markers (out of hardcore) but most of the times im getting killed in 1 or 2 shots.

This morning 1/1/14 i started shooting a player crouching on the floor facing away from, he floated backwards towards me then killed me without shooting me whilst still facing forward.

I have an Asus a66u router kept cool which and is supposed to be perfect for gaming, hardwired into xbone, static ip & dmzeed and still opened ports, very fast Bt fibre no other devices.     i have traced the route of servers ive been playing in and even though i set region as europe this dosnt mean i was using a euro server i was infact connecting to illinois, chicago pinging @ 168ms.    Americans were still playing so surely they would would have a huge bennifit as their ping should be about 130ms quicker over me.

Are there any servers in Europe?
