GTX 1070 + i7 4790 Low GPU Usage/Low FPS

Hello. So, since I upgraded from my 750 ti to the 1070 ( Asus Dual Non-OC ) I have been having very low fps and gpu usage on Battlefield 1. On St. Quentin Scar, I m usually in the 50-60s in the city and GPU usage sits at around 60-70% or dipping to 50%.Also experiencing stutters, but  the CPU stays at around 70%.I am running a GTX 1070 ( usually boosts itself up to 1860mzh), i7 4790, 8GB Ram ( 1 stick - 1600mhz ), 1TB HDD Seagate.

It is pretty bad even on medium settings and the game straight out crashes when i try to get into a game while using DX12.I was experiencing better fps and stability with my old 750ti.

Also, my monitor is 1920x1080p, 75hz using DisplayPort. Overwatch/Rainbow Six Siege work nice. (Highest settings, expected fps).

P.S I tried setting BF1 to ”Preffer maximum performance”, I disabled XBOX DVR, Nvidia Shadowplay and I have the latest drivers.

    I did just run a safe boot and the performance was still horrible. The GPU Usage drops down to the 60s % instead of going up when there are lots of thing on the screen. And it goes higher when there is less going on the screen.Usually 60-70% GPU Usage, and around 70% CPU Usage.

    Not to mention that the fps was usually in the 60s (dipping into the low 50s) and 70s when just walking through the city with few people around for example. (St. Quentin Scar)
