Whenever I go in to chose a gadget such as IR Flares or ECM Smoke for the gunner seat it no longer allows me to select them. I only have the option of Zoom Optics or Thermal Optics, and I have maxed out the helicopter unlocks.
That's because the latest patch has removed flares from the gunner seat in the helicopters.

The gunner Ir flares were removed in the latest patch , because people were complaining that the pilot ir flares/ Ecm + gunner flares were like a godmode.

No ecm was not available for the gunner, only for the pilot.
Like people said as above DICE removed the flares from the gunner seat just becuase it was almost impossible to shoot it down with the pilot, and the gunner spaming flares, and ECM.
