I am based in the UAE and have this problem with etisalat as my main ISP.
Its not only me, all of my friends that are based in the uae have the same issue!
The only workaround was to connect to Dubai-based VPN in order to play.
No VPN -> 290ms ping
With VPN -> 25ms

It was actually an issue for more than 6 months!
Tried to contact i3d.net (bf1 dubai server provider ) and no effective response from their side.
Doesn't sound like a problem EA and or Dice can solve, it probably has to do with a international political dispute making the service unavailable you're region. I think you misunderstood me.
Dubai is not a country. Dubai is a city in the UAE and as I said in the OP, I live in the UAE.
So how is that "international political dispute"?
What do you mean by Dubai-based VPN and is it safe to use VPN in dubai?
