main reason for being unable to link accounts is if they're already linked.
Best indicator: If you can launch up any EA game on your console and it's automatically connecting and you can play online, you do have an EA Account linked to it. So you may have 2 accounts in the end. @IIPrest0nII's article has more in-depth information regarding this matter.
