You don't receive Veteran Status from your level in Battlefield 3. You get Veteran Status from playing previous Battlefield titles, i.e. being a BATTLEFIELD VETERAN. They do not give this out anymore. You have to play old titles to receive it.

No they will not provide veteran status if you do not own the game, they routinely ask for proof that you own the game for this request. You must play a Battlefield game under the Origin account that you want the Veteran Status on.
If you ever want to see your veteran level, or see which games you have already registered on your account, please go to the Battlefield Bad Company 2 website, there you have the veteran tab, and you can see all info on your veteran status:http://www.battlefieldbadcompany2.com/login
