I cannot kill the BF4.exe process

You should be able to close any .exe process via Task Manager > Processes tab > right click the item > End Process Tree.

Bf4.exe is not there. Only in the resource manager and I cannot end it in any possible way known to me (third party software, cmd, etc..).

The problem is that I cannot join servers and get the error

"Could not communicate with BF4. Please use the Task Manager to close it down." And I cannot close it down!

My pc has only one "user" and  this is a image of my properties for the bf.4 exe

1. Press Ctrl+Alt+Del then click start the task manager.
2. Click on the Processes tab.
3. Find BF4.exe and right click it.
4. Click End Process Tree.
