I purchased premium but didn't get everything

Like I said I purchased the premium package but for some reason I didn't get the close quarters expansion. If i go to the ingame store it wont let me download it unless I spend 1200 MP. I don't know why it didn't download with the rest of the premium package it comes with it. What should I do?
