I purchased premium but it not not unlock everything there is a little P on items but they are locked

Did you download the expansion packs covered by premium? I ask because premium only provides access to download the expansion packs but does not do that for you. Also be advised that you have to open your premium battlepacks to get access to premium only loadout items like knifes and dog tags. You can do this in game or on Battlelog.
