I would like my money back

hey. i preordered the game on the 08.09.2013 then i got a mail on the 29.10.2013 that order didnt go trough. The email told me to do this:

1 Go to the EA store and find the product that appears below.
2 Check the details of your payment method or use another payment method.
3 Place your order again. (You will not be charged twice.)

i did it, and i changed my payment method from visa card to paypal... and i got charged twice. i was supposed to get a refund in the orderhistory but it says my refund was 0 kr (norwegian kroner) and i payed 499kr... here is a pic:

how do i get my money back?

Installed game nothing works my computer is very advance I doubt its a compatibility issue. Tech support puts me through troubleshooting and nothing works still. I am at the point with frustration that I bought a game that even the tech support can't find out why it is not working. I requested a refund and no response back from that in 2 days. I want my money back and I will never buy another game from this company again do to poor services. However if this message gets the attention of someone who can actually make this game work for me I will consider keeping this game. I have spent 3 days trying to make this work and the time I spent after purchasing it trying to make it work I feel I should be assisted in fixing it and get some sort of compensation for this Error.

When I going to run BF4 it appears a windows that says " A problem caused the program to stop woking correctly, Windows will close the program and notify you if a solution is available." I been trying a lot of thing to fix this problem but nothing work, I think i just want my money back, I dont even feel like playing bf4 anymore. 

I´ve already tried ( multiple times ) changing browser, un- and reinstalling directx, vc redist, punkbuster, battlelog plugin, amd-drivers and so forth.

game is seen running in task manager, but doesn´t react or proceed.

no matter if you try starting campaign, test range or multiplayer, it´s always the same result: it won´t start!!!

i bought the digital deluxe edition for lots of money and now i can´t even play!!!

the beta worked fine, so what´s the deal? if you can´t fix this, i want my money back!!!

More detail on the error would be helpful, there's been a couple solutions to problems posted already.

Problems on PC .     When I try to join the game throws me all the time. In the 20 times turns to leave, but then 5 minutes later, again ejected from the game. The sound in the game is lost. This is not a battlefield, this is **bleep**, please return my money!

They won't provide ANY refunds for ANY game. SimCity is still broken and no refunds. 1 free game from the $1 section...
