Is the german (SS) totenkopf skull harassig?

Is the german (SS) totenkopf skull harassing whitout any swastikas or thunders? I want to use this skull as an emblem, but I don't want a ban for it.

    It is probably best if you do not use that as it is a SS/Nazi symbol.
