No info on that dog tag yet.
Considering it the equivalent of the Samurai dog tag in battlefield 4, it should be automatically distribuite to everybody soon.

As the description says, it should be for people in Japan only.
But we do not have an official word about that yet, and also not more Infos than this.
We'll see soon, how to get it!
