The description doesn't say "japanese only" but "To all battlefield 1 players in japan..." which could mean "Dedicated to all battlefield 1 players in japan" and it's not limited only to them.
In addition i would like to mention a similar dog tag released to all Battlefield 4 players named "Japan Appreciation".
Of course no official info yet but a country-limited dog tag is hard to believe.

And yea, i remember the BF4 Tag.
But if i remember right from the Spring Update Live Stream, there someone said: "Hey, you live in Japan...you'll get a that cool Dog Tag" or something like this.

Travis@Its_Travis_199 Yes. You're right. But it's more probable that they meant "To the battlefield 1 Japanese community".
Quite hard to believe that only those who are in japan playing (Japanese or not) battlefield 1 get the Dog tag.
However, let's wait and see. Everything is possible in this world.
