keep getting queued in servers with 50/64 people and glitchy map rotation when joining

this is pretty strange. every server i join with players between 50 and 63 in it i get queued. the server says it has empty spaces ive even refreshed a few times but it still wont join games where there are tons of space...yesterday i was waiting for 10 minutes to join a 56/64 server so i watched some netflix to pass the time on my computer and when i came back the server still had 56/64, i was still waiting and so were 5 other people.

oh also i join games where the map will load and suddenly it sends me to the next map 

so for instance ill be joining a game of conquest on seige of shangai and it will load the image for the map and after about 2-5 minutes it loads lancang dam...which takes another minute... anyone know why?
