If you haven't unlocked laser painter, you will not be able to use laser in the 4th seat. Just keep at it till you have unlocked it. However if you have unlocked it and it is still not working please contact EA support http://support.ea.com/
But it's not on the unlock list anymore. At what score it's unlocked so I have a goal to look forward to 😕mileyhappy:?
The score you need to reach is 40000 for the laser painter to unlock.
