Low GPU utilisation causing poor FPS
I am experiencing very poor performance in a number of newer frostbite 3 games, I am posting it in battlefield 1 as it was the first game I noticed it in and also seems to be the most pronounced.

My system Specs are as follows:
AMD Ryzen 7 1700 @ 3.60GHz OC
16GB Corsair Vengeance LED Memory (2x8GB) @ 2933MHz
2 x Nvidia GTX 1070 Founders Edition in SLI
1TB SK Hynix PC300 NVME SSD
As stated I have been experiencing very poor performance (between 40 and 60fps) in BF1 and ME Andromeda. After attempting to diagnose the issue myself I noticed that in both of these cases I was experiencing very low GPU usage (around the 40-50% mark) on both card, as well as CPU usage around 30%. The screenshots I have linked show the settings I was playing at in most cases close to max at 1080P. However just for some testing I decided to crank the resolution scale on all of them to 200% thus rendering the game effectively at 3840x2160 in all of these cases my GPU usage increased though still not to 100% utilisation however my frame rates remained near identical to what they were in 1080p. interestingly this also only seems to happen in newer frostbite 3 titles, other game engines and older frostbite 3 games such as BF4 perform fine with 100% gpu utilisation regardless of resolution and frame rates well over 200 at 1080p and around 120 in 4K.
I have included Mirrors edge catalyst screenshots as well due to the same GPU usage issues being repeatable in that game too however in that case frame rates are higher although this is likely due to the game being easier to run than anything else and again I noticed no real performance drop going from 1080p to 4k.
I have attached a DXDIAG as well in case that helps, hopefully someone has a solution now because currently these games experience regular dips sometimes below 30fps making them almost unplayable. I should say this is not being caused by a CPU bottleneck as my cpu is experiencing low utilisation as well and a friend has the same cpu paired with an R9 290 and is getting considerably higher frame rates.
