On Conquest capture, let me give a bit of insight on the reasoning behind it: Part of Conquest Capture score was moved to 'ticks' you get during capture to encourage people to leave the flag that can be safely captured in order to attack the next objective.
The thing is, until now many maps suffered from 'flag trains', where entire team went to one flag, stood on it until capture and then moved to the other one in a huge train was common. Both teams passed by each other with little to no combat and practically just kept on flagrunning. This is one of changes discouraging from that approach.
On other two CQ scoring changes - Conquest Control is supposed to 1) Slightly offset the decrease of CQ capture score and 2) Encourage defending flags. Decreasing the percentage of contribution to flag capture/neutralize from 50% to 30% means that now to get the Conquest Capture, you only need to be on the flag during last 30% of capture process, not 50% (like pre-patch). Once again, it's supposed to encourage more active approach instead of being rooted to the flag as attacker.
