When you go in-game and look to the top right, does it say "Premium pass" under the Battlefield 1 logo there ? If so, it does detect it, but the content doesn't register right.
Have you tried deleting and reinstalling the Premium Add-on itself ? https://help.ea.com/sg/help/battlefield/battlefield-1/battlefield-1-download-content-xbox-one/
If there is no "Premium pass" text at all at the top right, it means it isn't detecting it at all. In such a case, are you sure that your Xbox Gamertag and EA Account are linked to each other properly and that you are not using a sub account but a main one ? https://help.ea.com/en/help/account/linking-your-origin-account-with-your-psn-id-and-gamertag/
