My Dogtag got 'LOCKED' Why ???

Hello Every one

My dog tag JET SERVICE STAR 100 get locked and i can't use it again why? i most to have 50 SERVICE STAR again to UNLOCK it.

Has any way to get it back with out that 50SS?

This game get me to hate it.
