MY FPS LOCKED TO 30? Help please.

My system specs are I9 9900K, RTX 2070, 16GB ram.

I have tried all little fixes that are on google for two days I have been trying to fix it. It's like my graphic card isn't being detected on this game I have tried BF1 and it works fine no problem.

    I can confirm that the Windows 10 update: KB4505903 solves the FPS issue with Battlefield 3 - if you are still experiencing the issue with Battlefield 3 and low fps please update your Windows to the KB4505903 version.

    on it is not

    I have 2070 super, 3600x and 16ram 3000Mhz windows 10 (not active(free version)) and I've never saw 300fps 

    I've tried high and low reslotions and graphic setting but still same fps (150-90fps)

    Does anyone have any solutions for 1909 users? I can't install this KB due to being on 1909 and found myself stuck at 35 fps.
