Or in case it's supposed to stay shut down, they hopefully just switch the phantom assignment Skull to any other Tab of Battlelog to be able to access it for people that later on want to start the phantom program.

I can confirm that the leaderboard functionality within Battlelog has now come to its end of service, as a result of this, the step required to progress your Phantom Program assignment has now moved to a different page within Battlelog! Eyes peeled on where that is! 👀
You are correct with your observations with regards to the missing Leaderboard access…. 👍
There is a bug in the Battlelog now these days, so you will not have access direct to the Leaderboard there as we used to have. And there is no map either. According to some posters it was discontinued due to EA having to pay ongoing royalties to a 3rd party. So it was discontinued and seriously doubt it will ever come back, as it hs been gone for many many months certainly in the Playstation area of Battlelog...
If it is just the Leaderboard points data that you are interested in, then they are still accessible though a work-around:
First off, and I do not know why, but not all web browsers are handling the battlelog user logon as well as others. So suggest that you use the Google Chrome if you can, as we know that definitely work for it.
Then logon with your soldier to Battlelog
After logged on, you can now go to your user profile settings area, where you select the option for "Feedback & Support" and click this.
There you can now directly select the option for going direct to the "Global Leaderboards".
And when you get to that, the map will no longer show. This is btw where you also have access still to the Phantom Operative program, as scroll down to the bottom of that page. And here bottom left, you will see the Phantom skull head. Click this and you will get access to sign in to all your Phantom Program assignments.
Going to the Global Leaderboards, you will have access to the various scoreboards. But we are not sure if they are truly still updating as they used to be. As some data points appear stuck with the same digits for long...
