Origin download speeds always drop to 20kbps

I have a 1.5mbps download and I download from steam and chrome at 250-300kbps. When I start downloading with Origin the download starts at 250-300kbps but drops to 20-40kbps shortly after. I see many people with this issue and no one has a fix. Why can't EA fix this issue?
