[PC] When I join to a operation, I am alone there

Hello, I need help, when I want to play operations, I join to one and I am there alone or with 1 guy, but for start It has to be 10 in each team, and I tried to wait, but in half an hour nobody joins...

Nothing changed, still cant play, but I figured that, when I click on "join any operation", not to specific operation, there is not a problem...
