Though honestly I doubt that Sony will/can be of much help to you here, as they mainly just cash your purchase with them and provide you with the download of the application, which they in turn pay a part of back to EA. But Sony is themselves not handling your BF4 soldier progress. To me it would still be for EA support to help you with, as they are the ones running the server and database for your progress in their game on this. So for me, the answer to your trouble (if you have the receipt and all in order for your Premium Solider Purchase) is to contact EA BF4 support (the online chat works great for such problem) and ask them to kick the box/flip the switch or whatever they need to do to get your soldier enlisted to the Phantom Program progress as you deserve!
