Ping Fluctuating between 30-500ms

first off, I'd like to clarify that I've been playing BF4 relatively fine since its release, and that we have 15mbps download and 1.5mbps upload. Unfortunately, lately there have been times where my ping decides it wants to jump anywhere from 30-500ms for all servers, with no consistency whatsoever. Everything else on internet works fine. Speedtest shows the same ping range consistently (20-30ms).

As you can probably guess, this leaves the game completely unplayable. If there is something I can do about this short of building my own cable network, I would love to hear it.
