You can collect a group of friends or clanmates before joining a server, it should slowly fill up if there are more than 6 people on it.
Depends on the map and gamemode.
6 players playing at Canals TDM: less than a minute and the server is full.
OP Firestorm: May take over 15 min to get it full.
Make sure you are playing on servers in your region as well. I think a lot of admins ban you for killing them because of the way it was done. Getting shot through what seems to be walls to them might be getting you kicked. Or if an admin shoots you first like 4 times and you run off without any damage on the killcam or your health bar turns admins off.
That's mainly due to the fact that only a very few admins understand how Battlefield 3 acutally works.
