Please clarify PS4 server rental settings

Can you please help clarify the PS4 rented server options?  I would like to know which 'features' are deliberate and which are the result of ongoing issues.

Our rented server has no user administration options when set to 'official' which is the only mode that benifits from 'quick match' users populating the server.  I don't see the point of the 'official' setting on a rented server, when the same experience can be had for free on any DICE official server.

If we have the server set to 'ranked' it is very rarely populated and difficult to get a match started as 'quick match' players do not get directed to the server.

So we have the choice of an empty(ish) server in ranked mode or an offical server which offers no admin benefits for the cost.

I hope that this situation is partly due to an ongoing issue or is being considered for a change.
