Hi Rarararity!
I have the same issue, the download keeps on failing at various percentages. When it's about to throw out the error, the time remaining just shoots up like crazy and this has been happening for a few days now. This is what I have tried so far to troubleshoot:
- diconnected/diabled media servers/services and all other connected devices from my router except my ps3
- diabled UPnP on my router and PS3 console
- called my sevice provider to check for errors on my internet link
- used a 3G enabled router to download the updated which also failed with error "80029564"
- deleted the game data utility
- changed routers
- used a static IP address on my PS3 console
and now I am rebuilding my database through the PS3 recovery console. If you find a solution please let me know and I will do the same!
