Apart from that @AbsoluteMadnesss, @GenericHuman, if still an issue after navigating around in the game/console/PC audio settings:
In the audio settings you have a parameter named "VOIP Sound" or something like that. It defaults to 50%.
Turn it up or down as you please to adjust the radio comms/squad chat volume.
In the audio settings you also have a parameter named "Master Volume". That is the game volume. So aka setting this to "0" and you can still hear the squad chat per the volume you set for the VOIP. So the radio coms are separate from the generic game volume. I have master volume set to 50% and voice to 100% and that seems like a nice sweet spot for the PS4 console..
Note, you can also go to a separate setting if you use a headset and adjust your microphone level also.
And the default total volume of all combined can typically also be adjusted same place.
