I have the same issue but I just found a way to get through. The marine who is crouching, you have to stand behind him and jump on top off him. Recker will do the motion when you jump over a fence. When you do it, you have to quickly turn left towards the stairs and jump again. I think I landed on the railing and then I was through. What a stupid bug!
