It would definitely be easy for EA/DICE to switch on the XP Double Event if they wanted to for a week or just a weekend.  Question is however if they have any motivation to do so at present time?

Reason being that they did so here in the runup to the BF2042 launch to bring back players to the Battlefield arena and get them all hyped up and wanting more of this but on a modernized platform, so more would also buy the BF2042 game.  Which many indeed did, as EA Marketing made us all believe that BF2042 was now going to be an epic BF3/BF4 on steroids.  It turned out it was far from it...  The BF2042 player count plummeted quickly to the floor within weeks and all players are practically gone today here 6 months later.

You could of course argue that EA/DICE could just switch on double XP no matter, which indeed they could.  As it will de factor not entice players to keep hanging in BF4 and not move on to BF2042 for that reason.  I think that much is clear now, even for the most stubborn EA/DICE Executives at this point of time.

The players are sticking around on BF4 because its a great full package, with all the "legacy" bells & whistles we all want/expect to have in a Battlefield game.

And the players dropped BF2042 because it has utterly failed to deliver on even the most basic aspects of what makes a Battlefield game a Battlefield game!
