Same here, on PC. I didn't have any aim icon for the lure. You could try holding right mouse while throwing it (if I recall right, the camera angles), I'm still not sure if that actually helped but it is something I tried.
Tried when the guy stops messing with his boot? That's how I got through it finally.
Same here. On a PC. Cannot get any response from any control (mouse, keyboard, game pad) other then to pickup and throw lure. Will try the solder's "boot" thing.
Well I tried throwing the "lure" when soldier was not playing with his boot. No luck at that point. Left computer with game running and came back about half an hour later. Not sure what happened but game had advanced to next segment. I'm a happy camper now.

Can you be more specific about the issue you're experiencing?
If it's the same issue of getting stuck, have you tried what the YouTube video posted above suggests?

See the thing is that when it says press c to throw lure I throw it but nothing happens the German just smokes then talks to his friend i tried to finish the campaign but this is a huge bug and because of it I can’t finish that campaign

Have you tried restarting that Campaign story a few times, to see if that helps?
It might take a little bit to see if it works, but this could be a workaround.

I restarted the game and mission and from the last checkpoint it did not work
Even when I get his attention after throwing like a billion I can’t move anywhere it’s a game breaking bug.
It happened to me a few times too and i died once in the opening scene too but in the end we all managed to get past this point and were able to continue the quest. I hope by restarting a few times you do to. Also have a look at the video posted earlier that also described the same issue.

I did it I restarted the games the problem was that when Olathe game was loading it didn’t work so I past it yay!
