The game being US and the account being EU is not a problem - I've played games from other regions on my US PSN account without issue. The problem with this setup is that even if the DLC successfully installs the US game will not see the EU region expansion on Playstation. I have a feeling that the DLC is not installing because it doesn't see an EU region game and is waiting for the base game to be installed before the DLC can install.
For this setup to work you'll either need to buy a UK version of the game to work with the UK DLC purchased on your UK account or create a US PSN account, buy the DLC on the US account, set the PS4 as the US account's home console and then you'll be able to play the US Game with the US DLC on your UK PSN account.
