You posted in the discussion forum for the new software that will be used at the Help Center, not on the BF4 forum.
- That is because you don't have the Naval Strike Expansion. One your profile battlelog.battlefield.com/bf4/soldier/Soul3Ian/stats/326226999/pc/ you can see that the Naval Strike icon is missing and if you highlight the Swiss Cheese assignment you will see the check mark is missing next to the "Naval Strike" requirement.
If you purchase NS you may do the assignment.
