No. My specs are:
Ryzen 5 3600x
GTX 1660 TI - Asus Rog Strix
16gb Ram 3200 mhz Corsair
I am playing Full HD. I am using a new AOC G-Sync Compatible monitor 144hz (A free sync optimized) and my VGA is always on 90-99% while my CPU is around 30-40% usage but my FPS is always from 80-120. Never lower than that.
The thing is: in the infantry is perfect. Very smooth. No stutter. But when I take an airplane or tank, or even the Artillery Truck, it starts this "microstuttering" only in the vehicle, and FPS is always high. It seems the vehicle is "is going back and forth" while moving. This happens only with the vehicle itself.

This happens with all vehicles (only): airplanes, artillery truck, tanks, horse, etc. The vehicle "shakes". The horse seems to "shake", go forth and back while running.
Important: I used to play BF1 in a 60hz Monitor with V-Sync on and this never happened. I have more than 3000 hours of game. It was always very smooth. Now, after I changed my monitor this week, even if I limit my FPS to 60 and turn on the V-Sync, it keeps happening. Even if I turn off the G-Sync, it keeps happening. Sorry for my english.
I tried to uninstall the GPU driver and take a previous version, turn on V-Sync, turn off G-Sync, changes all the graphics options. This happens even with the graphic in low.

I don't know why but I am not seeing my previous reply here. So here we go again: my specs are:

With around 80 to 120 fps my GPU card is 99% of usage while the CPU is 40-50%. However this problem happens ONLY in vehicles 3rd person: tanks, airplanes, horse, cars etc. In the infantry it's perfect and smooth. The FPS doesn't get lower than 80. But the feeling in the airplane and vehicles in general (especially artillery truck) is that it's "going forth and back" while moving. The vehicle kind "shakes". This started this week when I changed my previous 60hz monitor for a new 144hz. Even with high FPS (80 to 120) and gsync compatible on, when I get into a vehicle and it's moving fast, this feeling and "microstutter" begins. When I used to play in the previous 60hz monitor it never happened. I don't know what to do to solve this problem.
