The points you each makes depend a bit on your given setup and scenario that you are in.
I assume that you are eager to score as many points as possible (and also ease your team work) then first thing is of course to ensure that you are in the same squad together. Because there is an added bonus for squad members when working together like this.
And then there is again in difference if you do the 'painting' and killing while driving together in the same vehicle or not, as there again are differences in the potential available XP depending on if you ruin around as infantry or if you are cruising in aka a tank.
One thing is clear though, if the painter role has not been part of inflicting any health damage on the enemy soldier, then its only and always the main killer who gets credit for the kill.
I might forget some, but will try and list the battle situations where this type of team work results in dual rewards:
Kill Assist, 1-75 XP. Damage an enemy and allow a teammate to kill them. Score earned depends on the damage you inflicted on them before your teammate finished the job.
Assist Counts as Kill, 76-99 XP. Greatly damage an enemy and allow a teammate to kill them. Your assist will count as a kill if your total damage that you inflicted was above 75%. So in this case your team mate will get the kill count in his stats, but this takes physical damage. So painting alone will not do this job.
Spot Bonus, 25 XP. Spot an enemy and have a teammate kill them. So this is what the painter always gets as a minimum if a painted enemy is eliminated.
Driver Kill Assist, 25 XP. While driving a vehicle, have your passenger kill an enemy.
Passenger Assist, 25 XP. While sitting as the passenger in a vehicle, have the driver or another passenger kill an enemy.
Squad Spot Bonus, 50 XP. Spot an enemy and have a squad mate kill them. So if you are in the same squad, this is what the paint job offers.
So though the recon painter will not get the kills, then that player can still rank up some serious XP if together in a squad that knows well how to collaborate together when out in the field. Aka, take one Recon with spawn beacon and PLD. Add a Support that can drop two ammo bags at all times. Add in then 3 engineers, with a mix of AT mines, RPGs and AA mines; and you can both as Recon and Support in that setting start to earn 1,000 XP per minute when its total mayhem and your engineers launch their fireworks nonstop. ;o)
Btw, the two laser designators for the Recon class are slightly different to use in practice. Aka the range for SOFLAM for air targets is 500m while the PLD just gives you a 300 range for air targets...
