It might be worth trying with a different browser, checking if any extensions are blocking a window from popping up, or in Incognito mode. If that doesn't change anything, let us know.
Also, generally speaking, DLC content is non-refundable, but you might want to try speaking with EA Help about that in case they are able to make an exception. If you select Battlefield 4 at help.ea.com, you should find support options that will let you open a case. They may be able to help with the refund request issue too.
