Same low performane on every graphical option?

I had a setup (Core i7 7700k, GTX 1060 6G, 16 gigs of ram) for two years.
My setup wasn't able to handle Battlefield 1 with 60 fps on high settings so i upgraded my GPU to a Gigabyte RTX 2070 Super 8G.
In some games like DOOM Eternal i can change the graphical settings from medium to max and i get 200 fps.
However, in a 4 year old game like Battlefield 1, no matter if i play on low or on ultra i can only get more than 60 fps when im looking straight in the air.
It's barely 60 and sometimes even drops to 50.
I've seen people in bencmark having my exact setup and getting 150 fps. Almost 3 times more!
I've tried repairing, reinstalling, vsync on vsync off, hdr on hdr off, DirectX 12 on/off, no difference.
What do you people suggest, because this is really annoying?

    @DaddyStalin78 It's difficult to pinpoint the issue, but first i would try upgrading your GPU drivers or if you have the latest you could roll back to older drivers.

    And also, what monitor resolution are you using?

    I would always keep vsync off and HDR will hit the performance a fair bit too.

    At 1080p you should be hitting 60+ @max graphics easily with your setup and at 2560x1440p you should still just manage it. 4K res you got no chance at 60+ max settings.
  • I have a non-hdr 1080p 75hz monitor. I never use vsync.

    Also might be an important thing, while playing on ultra graphics the CPU usage is 90% however the GPU usage is only 3%. I found it ridiculous.

    @DaddyStalin78 Hmm looks like a cpu bottleneck then, you only have 4 cores and 8 threads which could be the issue. The game is pretty heavy on the cpu i believe.

    @DaddyStalin78 I would still say check your gpu driver, try a few different drivers and see if that helps.

    It might not be a cpu issue but rather the game not using your gpu properly.
  • I've completely removed my GPU drivers and reinstalled the latest 2 days ago, yet nothing had changed.

    Now i think about it i'm pretty sure i used to run this game on a 4790k, so i'm not entirely sure it is a cpu bottleneck, and i have always ran at 2560x1440p at high frames.

    @DaddyStalin78 

    The only things i can suggest is:

    Downgrade your gpu drivers and test a few old ones.

    Update your windows or if you recently had an update restore it back before the update.

    Upgrade to windows 10 if you haven't already.

    Try out a different monitor or tv, better and higher res would be ideal if possible.

    Turn off DX12

    I will see if i can find out more and let you know if i come across anything useful.
