Shooting lags. Like input lag but not. Impossible to play

Summarize your bug Lag or input lag. I play servers with 40ms ping . The game diagnostic console shows everything ok, but some times the game has incredible big input lag or something similar. My all computer, nvidia console, power options are made to reduce input lag. No v-sync. Game vidoe options very low except distance. Fast gaming monitor with TN panel and small input lag. No router, fiber-optic internet goes directly to my computer. And still some times I am shot throw the walls. So it means about 0.5-1s delay. One time I shoot with sniper into the window and will kill was after 3 seconds!!!!!!!!! If I run directly 1 vs 1 from short distance I can't shoot the enemy with better and faster gun. Or the enemy is in the corner and not moving, it's impossible to miss. I am starting to shoot at him and nothing. For example my gun must kill after 3 hits, I am making 8 hits and he dies. He is not moving, it's impossible to miss. So the first 5 direct bullets did 0 damage and was no indicator about any hit. How it's possible? I spend money on this game but impossible to play good for such madness. I read more on internet and found on youtube videos similar like this. I can repeat, no package losses, no big ping, the game diagnostic console shows everyting ok. Only at the end of the game offset rises. The game is unplayable. With battlefield 3, 4 was ok, no such issues. I had slower internet and slower personal computer, but could enjoy the game. With better computer and super Internet 1Gbb/s in all the world(except 40ms ping, but it's because I live in North Europe) I can't play this game.
