There are several in game weapons that i CANT use.

Weapons require different degrees of trigger pull to fire in the game, it sounds like the maximum value for your right trigger isn't being picked up. You can try using a different pad, or you can try changing to fire using R1 instead, as a test.
You can change button layout from the System > Accessibility > Button Assignments menus within your console.
