Send him the friend request in the EA app, after adding him on the EA app, you should be friends on Battlelog also.
Also, when you send a friend request on Battlelog, remind your friend to check your player profile. Sometimes the system glitches, and they may need to accept the friend request directly from your profile. When they visit your profile, the button that usually says "Send Friend Request" should change to "Accept Friend Request."

None of that worked. I do have him as a friend on the EA app. He doesn’t show up on battle log at all. We have joined servers together but I can’t seem to add him as a friend so he can join and party up on me
What browser are you using? Have you tried changing the browsers used for Battlelog?
