I have tried configuring the user.cfg file like many "fixes" say, I've tried limiting the FPS to 120 in-game, I've also tried changing maximum pre rendered frames in nvidia 3D settings.
I reset the 3D settings to default since it didn't work at all, so this isn't the reason for problem number 1.
I very much want to enjoy this beautiful game but these problems are really ruining the experience for me, please help...

Your CPU is the weak link in your setup as it's the absolute minimum intel processor that will run BF1 so cranking everything up to ultra may be part of the problem. Try lowering your graphics settings and see if the issues persist.
