This is what I suggested earlier in this thread, but others said they already tried different drivers.
I guess it is part my fault for assuming they know how to compleetly wipe old drivers before installign new.
Make sure if you use AMD to completely wipe your "old" drivers before installing new. If you are not sure how to do that, then here is how.
1. Download and install Driver Sweeper.
2. Download the AMD Driver you want use. DO NOT INSTALL IT YET!
3. Go to Control Panel >> Programs and Features >> Remove/Unistall AMD Catalyst Control Center(the name may be different or similar) and Drivers.
4. When prompted to reboot, DON'T! Set your PC up to boot to Safe Mode(if you don't know how, google it). Reboot to SAFE MODE.
5. Once in Safe Mode, run Driver Sweeper and have it Scan and Clean ALL AMD Drivers.
6. Reboot your PC back to Normal Mode
7. DISABLE ANY Antivirus, or Internet Security Programs or Maleware programs.
8. Install the new AMD Driver.
9. Profit.
So the defrag worked. 🙂
