You need to have at least 2 previous bf games to get a veteran status of 1, as your number of bf games minus 1 is your veteran status, e.g 2 previous bf games - 1 = veteran status 1
1 previous bf game gives you a veteran status of 0, and you are not eligible.
No one knows as of now because it has been a whole month since the problem and no fix information, no updated forthcoming patch news mentioning veteran status.
As in your case you are fully eligible for a veteran battlepack, but me and you my friend have to wait, wait and wait. I've been waiting since the dawn of time for this thing and I have no hope for this anymore.
